Typhoon Ulysses, a deadly Category-4 typhoon struck Quezon Province and brought heavy rains and flooding to Metro Manila and Central Luzon and nearby provinces. Magat Dam’s all seven gates were opened to prevent dam failure. In the process, it flooded Cagayan and Isabela. Isabela remains under water.

This sad situation exacerbated the widespread devastation caused by the earlier Typhoon Rolly, also a Category-4 typhoon, which struck mainly Bicol and southern Luzon.

The combination of devastation, floods and the raging Covid-19 pandemic has brought our people untold sufferings, especially hunger.
